Hi Mark:
Both IEC 60204-1 and IEC 60335-1 require measuring the voltage at 1 second
after disconnection from the supply. Presumably, the disconnection is at
the peak of the supply.
Ignoring disconnection at the peak, disconnect at any time and measure the
voltage at the instant of disconnect, 0 second, and at 1 second. The
voltage at 1 second is proportional to the peak of the supply. Determine
the ratio of the supply peak to the disconnect voltage (the measured voltage
at 0 second) and multiply the voltage at 1 second to get the voltage at 1
second as if the supply was disconnected at 0 second.
