My understanding is that the Quasi-Peak detector was based on the "VU meter", common to audio recording, The idea was to approximate the the _perceived _loudness to the human ear. For those haven't seen one, the VU meter is also a fast attack, slow release device and still used/emulated in recording studios.

I was told Quasi Peak is used, due to video noise. Consumers would not mind a couple of white dots on their TVs, but a whole screen of white dots would be an issue.
