I don't think IEC produces such standards. It would be more in the orbit
of ISO. Try starting from https://www.iso.org/standard/66652.html, about
ISO 14201.

(EEE) is a standard that sets minimum recycled content thresholds for
EEE products and allows for a product-level claim based on third-party
certification, but not sure it's in any IEC Standards yet.
Any insight on IEC requirements for regrind will be greatly appreciated.
