Cecil, We make a select set of home energy appliances, so I can only speak for 
our products. It is only required if one is making a grid-interactive ("ISE") 
equipment, like a solar inverter or bi-directional EV charger.  Even then it 
isn't required for safety, and it's a product quality standard.  So, some 
utilities may require compliance to 519 for deployment, but OSHA and NEC don't. 
 My Google Gemini bot says it's not called out by product safety standards. 
Note that IEEE 1547 for ISE also includes current harmonic emission limits.   
1547 calls out 519 for measurement and assessment techniques.  Colorado Brian
