Hi Lie I'd be willing to bet that you only need one seat of PowerMill. If the project were mine to do, I'd put low-cost older or new but "slow" computers to work doing the motion for each router. EMC2 can easily handle a stepper driven router.
In theory it should be possible to run more than one router with a single computer as long as the motion for each router is identical. It would be much more difficult to run three instances of EMC2 on a single PC. I know of several installations where the individual motion computers run headless. They are controlled from a central computer that displays the GUI's for each. In this arrangement the motion computers do not even have to run any windowing system. Since the g-code file size is not a issue, I've run g-code files that are many meg in size, the computer running PowerMill can send files as they are completed to each router. As long as EMC2's interpreter has access to the file it will be happy when you press run.
