Yes, emc-developers may be the better venue for a discussion like
this.

In a HAL real-time driver, you cannot use regular Linux kernel APIs.
This confines you to the emc2 RTAPI/HAL APIs, or the particular
real-time system's API's.

There are apparently USB stacks for real-time kernels, such as RT-USB
(https://mail.rtai.org/pipermail/rtai/2005-April/011192.html) but I
don't have any experience with them.  No such driver is included in the
version of RTAI we ship for Ubuntu.
