Subscribe to the emc-developers list.  Post a description of what you 
want to do there, and start a discussion.  If people like your plans, 
great.  If there is disagreement, we will work it out on the list.

When its time to commit changes, you can submit a patch to an existing
developer who will commit it, or you can send a ssh key to Chris Radek
to be added to the cvs server.  We prefer that people make their first
contribution by sending a patch for review, once that has been accepted
future commits can be made directly.

Its also a good idea to subscribe to the emc-commit list (definitely do
so once you have commit access to CVS) so you can keep informed about
what other developers are doing.
