Yes.  In general, for ANY EMC configuration, you edit the ini file.
If you are doing something that isn't a very close match to one of the
sample configs, you will also need to edit a hal file or two.  The HAL
files give you extreme flexibility and control over your machine, but
they require you to carefully think about how you want it to work.
The example files are there to make life simpler for folks who just want
a very "standard" configuration.
