If the video memory is too small, it won't boot. I'm not sure of the exact symptom, but it sounds about like this. I had a video board in my Dell Optiplex GX110 because the older BDI didn't like the on-board video. I pulled the board, and it booted and ran fine with the on-board video.
How big is the hard drive? It needs at least 3 GB, I think. It will hang with little or no informative messages if the drive is too small.
