There is an LED in series with +5 V to one of the SSR pins, the FPGA drives the other control pin. So, the FPGA grounds that pin to turn on the SSR. If you need more voltage swing, you could wire the + terminal of the SSR to the +5 V output of the UPC board, and the - pin to the SSR control pin on the IPC. The indicator LED wouldn't work in that case. But, if your SSR's say they are good down to 3 V at the input, you should be able to use them without any special provisions. I don't provide any series resistor in the circuit as the SSRs provide that.
