I'm not sure if this works for all laptops, but... I have a Dell D600 laptop that I am using with my Taig mill and DIY stepper drivers. I have used Mach3 under Windows with this laptop successfully with low latencies (by not using the ACPI driver). So I knew it was possible to use this hardware to do what I wanted to do.
Using latency-test, I was seeing good results for a while, but every 10-20 seconds I would get a huge latency (700,000 nS). If I tapped the lid close button the latencies would climb into the 1 second region. I tried acpi=off as a kernel argument, and tried unloading modules etc. I found that if I pull out the battery the latency issues disappear. I have since used the SMI fix (http://wiki.linuxcnc.org/cgi-bin/emcinfo.pl?FixingDapperSMIIssues ) and it allows me to keep the battery in. For somebody who wants to try the live CD or isn't comfortable recompiling it's a quick fix that will get you running.
