Analog glass scales signals can be divided with off the shelf (or cheaper off 
ebay) components. I have a heidenhain encoder that by its self has resolution 
of aprox (its metric) .0005 inches then I have a box that divides by 5 for 
aprox .0001 inches. The box also converts to square waves signals.Those are 
common. I have seen others that divide by ten (on ebay) and u can buy others 
that divide by up to at least 256. and encoders come in different resolution 
and accuracy . That being a good point that resolution and accuracy are not the 
same. The right type of scale can be matched to have close to the same thermal 
growth as the machine does.
