I have this on my lathe:
...
# create signals for tool loading loopback
linkpp iocontrol.0.tool-prepare iocontrol.0.tool-prepared
linkpp iocontrol.0.tool-change turret.0.position-change
linkpp turret.0.position-changed iocontrol.0.tool-changed
...

Which works fine. 

Do you have your iocontrol.0.tool-change connected to something? If not,
I wonder if EMC2/AXIS is taking this as an incomplete setup. In the past
I have placed dummy connections in the config files to get them to show
up in AXIS.

Just a guess.
