Yes, I was thinking of this too. The option is make your own PCI card. One can get away with simple adressing, and doing away with the 'plug 'n play' side of things. Imagine, a PCI card with dip switches!
Otherwise use a generic PCI chip like the Tiger 320 or PEX8311. The thing is, why develop a PCI card while PCI parallel cards are still plentiful.
