A closed loop stepper is not technically difficult. If you have a dual shaft stepper, put a Gray scale optical encoder (a two bit encoder would work, and 3 bit be more than sufficient I would think) on the 'non-business' end of the motor. Then have some of our magic EMC guru's add their 'miracle software' to deal with it!
Folks have been making them for wheel rotation detection encoders since before the start of personal robotics. http://www.mouser.com/Search/Refine.aspx?N=5502072+4294579300+4294735135 are some commercial ones. I don't know about mounting though.
