The reason that you don't get the different line weights in drawings that
you used to is because of inkjet printers being used to output the hard copies.
 As far as I am aware most standards have been changed to accommodate this.

Tolerancing is just as critical in CAD as it was on a drawing board, I work
as a CNC machinist using designs provided and also as a designer for our
own products.  I have yet to receive a properly toleranced design from a
third party.

In my opinion the reason for a lot of the problems that we now experience
in manufacturing is because of the training given to engineers/designers,
they get to touch on a few aspects of manufacturing and then think that they
are experts in the field. It does not help that tooling out of China is so
cheap that no one bothers to optimise the tooling to cut down on cost.
