Using a Mesa card, or other device?

Yes, of course, that is what EMC is entirely about. If you are using
one of the supported
hardware interfaces, then there will already be a device driver for it
as a part of EMC2.
All you have to do is select the appropriate config files and customize
for axis configuration,
encoder counts per physical unit and such settings.

No, of course, it will NOT correct for "spring". That is physical
deflection of the machine
components. It will correct for any "spring" up to whatever component
the encoder is
measuring, but none of the spring after that part. Workpiece
deflection, toolholder
deflection, etc. are not going to be corrected for unless the encoder is
right out on the tool.
Backlash is another problem. The encoder can MEASURE it, but it CANNOT
make it
"go away". The problem is that while the motor is moving to one side of
the backlash, the
leadscrew is not controlling tool position, so the only thing that is in
charge of the tool
is friction and cutting forces. So, there really is no magic solution
to backlash other than fixing
the ballscrews and any other looseness or flexibility in the machine.
