That's the only accurate way to do it with a given tool, material and a
particular depth of cut. Just touching the work or a plate will get you
near, only actually taking a cut will give you an accurate figure.

In production CNC work, generally, the first part is scrap. It's
measured and then adjustments are made to the tool offsets, a second
part is run an if you are good/lucky - it's on tolerance and the parts
run is commenced, parts are measured regularly and wear offsets applied
as production progresses until the tips are worn then replaced.
