In you .ini file, there is a line that says :
 DISPLAY =    tkemc

There should be a line near it that looks like :

# DISPLAY =             axis

Remove the # from this line, and add a # at the beginning of the tkemc 
line, and try it again.  Axis is the latest GUI for EMC, and it fixes a 
number of problems that many people have with EMC, especially the 
handling of work offsets.
