OK, now this makes sense, you are running one of your stepper drivers on 
about 12% overvoltage.  Depending on what the transformer taps are set 
to, that may actually be worse than a 12% overvoltage.  The drive can 
probably be set for this voltage, but I am guessing you just left the 
settings where they were.  You may be lucky these fuses were blowing 
leading you to discover the problem before the transistors started to pop.
This much imbalance is not great for the spindle motor, it can be HELL 
on the electronics.
