SIGINT is like pressing ctrl-C, which may be blocked or otherwise 
ignored.  If you want to terminate a program, send TERM or KILL instead:

kill -TERM axis

There's also QUIT, but it's listed in the kill manpage as being a "core" 
action, vs an "exit" action, so I think that isn't what you want.
