Some time back I remember someone saying that they had had very good luck with the smaller footprint Dell Optiplex models running EMC2 with very low or at least good latency. I have been looking around and have found several at reasonable prices but my research has shown that there are about a dozen or so different models of Optiplex covering a decade or so with at least as many configurations of MB. Since I don't remember who was endorsing these machines I would ask if you could tell me the model or even the Dell Service number for the machines you are using so that I could establish a general pattern for which machine I should seek out in order to have a decent shot at good latency.
My experience with several different Dimension models is that they can be made to work but don't have great latency even with video cards and the on board video disabled. I am running Gecko Servo drives so the computer is generating the steps and I find the machines I am using to severely limit my maximum speed due to latency issues.
