I can think of two ways, either of which might work.

More "I" term might might allow the current to build up to a high
enough level to actually hit the setpoint.
Alternatively, setting a deadband in the PID might do the trick
(though I suspect that, actually, it would just end up sat at the
bottom of the deadband getting just as warm)
