No, I think it would not.  It is evaluating for motion every servo 
cycle.  Now, you COULD extend the code
a bit to record the position when it shut off, and keep comparing 
against that stored position.  Then, in the case of
insanely slow motion, it would come back on when the commanded position 
moved far enough to warrant it.
