It has a large positive temperature coefficient, so admits a large initial surge, then limits the current to a much lower value once heated. As you've probably figured already, that's the opposite of what we're looking for when trying to limit inrush currents. It's sometimes used to protect against fault currents while experimenting with circuits which do no draw enough to drive the filament far up the PTC curve while operating properly.
