I have been using this one here: http://fennetic.net/pub/irc/encoder-panelized.ps Which is nicely commented and so hand-editable. It claims to be aimed at gray-code encoders, though it actually produces simple binary ones, and it also seems to always put in twice as many lines as asked for, but by setting "rings" to 1 and lines to half the required number, it does create a nice starting artwork.
