In usual applications - yes. In terminal - no.
In terminal Ctrl+C will terminate the process, You are doing there.
Copy is Ctrl+Shift+C, Paste is Ctrl+Shift+V or Shift+Insert.
I just tried and it works this way at least on Lucid.
