Not with the 7I76 (it only has 1 set of encoder conditioning inputs)
you can always use a 7I76 and then use the other 5I25 connector for additional 
encoders (if they are TTL you can use a simple breakout like the 7I75 to 
protect the FPGA pins or just wire directly)

We will have a breakout for this type of application fairly soon
(4 encoders 4 step/dir or pwm/dir and 48 I/O) = 7I79
