Well, the good news seems to be that the hardware is doing what it is
told to do, so this looks like a software configuration problem.

Is it stable with FF0 = 56 (I think that was your number) and all
other gains zero?

A closed-loop spindle ought to work OK with just FF0 and a (small)
Igain and all other gains zero.

Does the velocity feedback from the encoder look good at a steady
spindle speed?
