I have thought about this, mainly in the context of making life easier for PNCConf. However I think that the bitfile is decoded in the FPGA, and then the module addresses and types are read back. ie, it is not trivial to read modules back from bitfiles. Reading the existing XML files that PNCConf uses might be an option, though.
