Here in Weiser, Idaho, we had three weeks this winter where it didn't get up to 
freezing. When the 'high' is 23F and it feels warm... The electric bill was 
extra high that month because there was nothing for the heat pump to wring out 
of the air so the emergency backup resistance (which wasn't futile) heater ran 
almost constantly.

The last time we had such a cold spell was 1996. It finally broke on January 
1st, 1997 with a sudden warming and lots of rain in the mountains. Warm temps + 
rain plus a confluence of two frozen rivers (the Weiser and the Snake) = really 
big flood. Fortunately my place is on the high side of the river. If the water 
ever gets this high, everything from here to Ontario, Oregon would be under 
water and I'd be looking for an ark.
