Ok, then where to search for suitable motors, encoders?
As I can see - I could use 7i39 alone, just need to figure out how to cope 
with encoder signals. Knowing that I don't need high encoder resolution, I 
can put low resolution encoder or use higher res and:
a. make quadrature counter with latch and serial shift out
or
b. quad-in, count and divide and quad-out card
or...?

Or this is not good and I only can use higher-res encoders and mesa 7i43 and 
7i39?

The company works on small batch orders. It owns quite big and growing 
number of machines and uses them on-demand (when there is such an order). 
They have to adapt and setup production quickly and prefer not to spend high 
sums of money. This means that a lot of machines will not work very hard and 
probably will stand much of their time not-working.
