You could trivially control it as a U-axis. However I don't think that LinuxCNC will allow radius cutting in the ZU plane, which might be limiting. Switching U between radius and diameter modes is also (as far as I know) not supported. Time for the addition of G7.1 / G8.1 maybe? Interestingly, I might soon be wanting both these options on my milling machine. You might be able to get the result you want with gang tooling.
