There is no such commandment that I am aware of. However, typically the HAL component manpages simply describe what the component does and what the pins and parameters are called. Implementation details and how to incorporate it into a system are more the domain of the generic HAL manual, as I see it. I suspect that that specific manpage is guilty of spending more time on defining the behaviour in the corner-cases than in the default case.
