I see this a "human factors" thing.

If we don't like a proposal and want it to go away, then we
should have the courage to vote it away.

Tabling a topic should carry an implied promise to have the
neccessary discussion and resume the topic at a later date.
If that means that proposals start to accumulate, good.  The
accumulation will motiviate people to have the discussion
and resolve them one way or the other.

If tabling a proposal has the effect of making it disappear,
then tabling will be percieved by the proposer as a tacit
rejection of the proposal, rather than a way to allow time
for more discussion.  The meetings were proposed in part
to dispel the percecption that "the old boys club rejects
new ideas".  If tabling an idea makes it disappear, that
perception will not go away.

I don't have strong opinions about any of the items (I wasn't
at the last meeting because I was hiking in the mountains
of Kentucky, so I don't really even know what was discussed.)

I do feel somewhat strongly that items should remain on the
agenda until the membership explicitly either approves or
rejects them.  I just added that to the agenda.
