Pretty much.
RIP is manually compiled (built) from sources and installed in one big folder.
This allows you to easily modify the sources for changes and keeps it 
separate from an installed version or other RIP versions.
While compiling a build, you can direct it to install the files just like 
buildbot. 

Buildbot is pre-compiled and sent as a package that is installed in the
distro's (eg Ubuntu) standard folders. This ends up spreading the files 
around a lot, but puts them where the distro expects.
Buildbot builds the latest bug fixes in 2.4, 2.5, and master.
Official releases of 2.4 and 2.5 are often months behind this - but of course 
better tested because of this. 

To generalize and summarize:
RIP is for people interested in modifying/developing.

Builbot is for people interested in using the most recent bug fixes without
compiling.

Releases are the most tested / officially approved but somewhat older (months) 
versions

Just to point out - that unless there is a good reason such as a bug fix you 
need or a feature
you need the is little reason to upgrade a working production machine and a few
reasons not too. Upgrading is always a little risky - make sure you can revert, 
if the machine
is important to have running.
