The motor speed controller for a 15 HP spindle motor is a variable frequency drive, or VFD. They're available used on eBay. Make sure to get one capable of the power you need and the voltage you need. You can interface LinuxCNC to the VFD so the spindle is under computer control and you can control the spindle motor from the G code program or manually via the computer, and both of those can be very convenient, or you can wire the VFD to the motor and manually control the spindle motor (ON/OFF as well as speed) directly from the VFD front panel. If you don't need to change spindle speed while running a job, that may be all you need, but most people with a large CNC machine have the computer controlling the spindle.
