Just to read them to verify function and resolution, you may be able to connect to parallel port pins and read via the software encoder HAL component. If you mean in a servo control configuration, there are boards from Mesa and Pico Systems (my company) that perform all these functions. Depending on the servo amplifiers you plan to use, that guides the choice of interface boards.
