W/ problem like these it seems simpler to me to create a custom configuration for the machine than to generate 'proper' g-code. Just generate the text/engraving in the XY plane (which is typ easy to do w/ lots of programs) and create a custom HAL file that drives the A axis motor from Y's commands.
