I don't see a tool holder. Perhaps this is a "lingo" issue. The tool holder holds the square bit that is ground to shape. The tool holder goes through the slotted tool post. At least that is what I call the tool holder. I have a shaper just like that. I don't know who actually made them, but the one I have is labeled Ammco. I think that they were branded under different names. I have the original wooded cabinet and a bunch of tooling that came with it. I think my Dad bought it at an auction for about $100 10+ years ago. It is a very simple, yet robust machine.
