Thanks Guys, The first thing I found was Frhed on a Google search for hex editor, and it work fine, opened it up and now I just have to be able to decipher it, way over my head.
It's the plc program from a turning center with a 7 year old "Commercial control" on it, and the lathe is a carbon copy of the three that I have put LinuxCNC on. I want to compare the logic for the tool turret between them.
