If you are using carbide inserts on tools, then you can take a look at
manufacturer's suggested parameters for cutting speed (in school they
told that steel is ok for 150-200 m/min, depends on the insert), feed
per rev and cutting depth. Those could be starting points that you
might adjust, if your machine vibrates too much etc.

How much approximately does it cost? IMHO it is worthy for first few
weeks (and it gives you 30 day trial) to learn few basic use cases,
then the rest would be based on that experience. I still think that
manufacturers of inserts will provide some recommended parameters for
surface speed, feed per rev and cut depth in their catalogs etc.
