FWIW, there is a local heat treatment company I have done controls work 
for over the years.  They are a family run shop and routinely do small 
runs of parts for customers.

Their furnaces are all atmosphere controlled and most are about 6 feet 
square internally, so for small batches of parts, what they do is to 
wait for a larger batch of parts and then put the small lot into a 
basket with the larger batch.

To case harden a part like the one you have would cost less than a 
dollar each.   I don't know if you have any heat treatment shops around 
you at all.  But it might be worth a visit if you do.
