Your theory is correct, the GS2 VFD has to be powered up before the
gs2_vfd hal driver can talk to it.  If the GS2 is powered down when the
gs2_vfd component is loaded, the component won't be able to talk to the
VFD and will error out and refuse to start, just like you observed.

I agree with John Thornton, and leave my GS2 VFD powered on all the
time.  It gets power from the same switch that powers on the LinuxCNC
computer.  This setup works great.
