Glib answer: It doesn't matter. If you have N storage spots for a given size collet, it is inevitable that you will eventually have N+1 collets of that size.
Serious answer: I have a scalable design for collet boxes, and I make a box for each size. The ER20 collets live near the machine that uses them, the 5C collets live near their machine, and so on. I wouldn't mix sizes in one box unless I was very short on storage space.
