I don't think you would have much trouble doing the worm on a lathe with 
G76.  You would need to write a multistart wrapper for G76 but thats 
easily done.  The tool would need to be profiled for gear cutting as 
opposed to thread cutting and the tools attack angle would need a method 
to tilt it a few degrees, shimming under one edge of it with a drill 
bit, or you spend too much time sharpening it.

The pinion now would be difficult if not impossible without obtaining a 
motorized indexing head, and mounting the tool sideways. But that would 
imply slaving the indexing head to Z. Nothing is impossible, but that 
would take a very creative hal file I'd think. Timewise to create all 
that, I'd use my A table on the mill, and either a shaped fly cutter or 
the hob. The hob would likely be 100x more accurate for tooth shape 
although the fly cutter could be shaped on a diamond disk with the 
angles set by the A table.  I have done that several times, but I'm not 
working for a living either.  Its also hell on more than one of those 
twenty dollar dremel diamond disks.  Your P&L sheet for that whole 
operation would show the sad folly. :(
