I'd think any CAM system that did that AND did its own offsets was broken. Unless it has the G10's to write its own tool table. In that event, it should be the responsibility of the operator bringing in the gcode, to also load the tool changer correctly to match his code. And to restore the tool changer to its default loading when he is finished so the next user isn't surprised. But that has its own kit of gotcha's. Perhaps, if the tool changer has enough pockets, you could mandate to the customer that his CAM system is to use your default loading? But with the variety of work, even a 50 pocket chain type carousel would soon be found wanting. It's certainly a kettle of fish that would rapidly get past its "use by date" for me.
