There is a forum on "Practical Machinist" just for Monarch lathes of 
all styles.
Probably your best bet for info on getting it back on its feet. 

I have a 10EE of early '50s vintage which is probably a completely 
different animal in the drive department as it has a high(direct) and 
low(back gear) range each of which is continuously variable.

Go there and register.  You will be asked a lot of questions before 
you start getting any answers because from the info you have given 
there is no way to tell which machine you have.
