I think you might be labouring under a misapprehension. G20 / G21 mode has no effect on the size of jogs, they are always in machine units. I just tried this, when set to display inches, the machine jogs 0.039" per click when the jog scale is set to 0.1mm regardless of G20 or G21 mode. I had assumed that your worry was that you will find it hard to jog to an exact inch position on a mm machine.
