PNCConfig is specific to Mesa interface boards. With ours,
you have to set up the hal files, but you can start with the
sample configs that are included in LinuxCNC.
We have our PPMC (Parallel Port Motion Control) which is a
set of extendable interfaces for CNC.
With 4 motion axes plus spindle, that already requires an
additional encoder and DAC card, which will
provide the extra I/O for the MPG and VFD. You can see what

The pictures don't show it, but these have spindle override
and feedrate override through the selector switch and MPG,
also. There are wiring diagrams and hal files linked on
that page. These features are fantastic and now I would not
want to be without them!
So, I think what you are looking at would be the basic PPMC
set plus an additional encoder and DAC board. That would
run $1210, including the card cage and power supply. All
you would need is an IEEE-1284 DB-25 cable and wire to
connect everything.
